Manchester City Doesn't Deny Guilty Verdict on 114 of 115 Charges

The club insists the process "remains ongoing" while the Premier League stays silent on a case dating back to 2023 that could now end in penalties ranging from a fine to expulsion from the league.

Manchester City Doesn't Deny Guilty Verdict on 114 of 115 Charges

There's one detail that speaks louder than any statement: Manchester City had the chance to deny that a guilty verdict exists against the club, and it didn't. Not a single word of denial. And in cases like this, silence can speak just as loudly as a confession.

It all started with reports pointing to something serious: an independent panel is said to have found City guilty on 114 of the 115 charges brought against it for financial rule breaches in its dispute with the Premier League. ESPN reached out to both the club and the league to confirm the report. The Premier League's response was terse: it would not comment on a "private and confidential process." City, for its part, also did not deny that it had already been notified of the panel's decision. Instead, it issued a statement insisting the process "remains ongoing."

What does this mean in practical terms? That the sky blues could be staring down a range of possible sanctions, anything from a simple fine to a points deduction or, in the most extreme scenario, expulsion from the Premier League. Nobody expects City to simply accept whatever comes: everything suggests the club will appeal any guilty verdict that gets confirmed.

The club's official statement, released Friday, was carefully worded to neither confirm nor deny anything specific:

The Premier League process continues, with key matters still to be determined and subject to strict confidentiality. Manchester City FC's position, accordingly, remains as per the club statement of February 2023. The Club has diligently adhered to due process for eight years, in the expectation that the League Board and Executive would act as an independent, neutral and fair regulator, free from bias.Manchester City

A Process Years in the Making

To understand the scale of this case, you have to go back to February 2023, when the Premier League formally announced charges against City following an investigation that had stretched on for four years. The core accusation was blunt: the club allegedly failed to provide "accurate financial information that gives a true and fair view of the club's financial position." The case was heard at an independent hearing at the International Dispute Resolution Centre in London, which began in September 2024 and ran through 12 weeks of deliberations before wrapping up in December of that year. The alleged breaches, according to the charges, spanned nine years, from 2009 to 2018.

City has maintained its innocence at every stage of this lengthy process. This wouldn't be the first time the club has faced this kind of accusation: back in February 2020, it was found guilty of breaching UEFA's Financial Fair Play rules, which cost the club a two year ban from European competitions and a 30 million euro fine. Five months later, the Court of Arbitration for Sport lifted the ban and reduced the fine to 10 million euros. History, in some way, appears to be repeating itself, though this time with a different governing body and far more numerous charges.
